Arizona assistance programs 2026: utility help stops at $5,647 a month for a family of four

Power AZ stopped taking applications after 21 September 2026, which cut the income ceiling for state utility help from $9,412 to $5,647 a month for four people, and the single portal for SNAP, cash and AHCCCS runs on four different clocks.

By Vincent Wesley Couey · Compiled and verified 24 October 2026 · How we check programs

Short answer: Arizona's utility-bill help narrowed on 21 September 2026, when Power AZ stopped taking applications, and the program still open, LIHEAP, caps a family of four at $5,647 a month in gross income. Apply for everything through one portal, Health-e-Arizona Plus, but expect separate clocks: 7 days for emergency SNAP, 30 for standard SNAP, 45 for cash assistance and for most AHCCCS (Medicaid) applications.

To get help in Arizona this month:

  1. Apply for SNAP, Cash Assistance and AHCCCS in one sitting at Health-e-Arizona Plus, and say on the form if you have very little cash so SNAP is handled as an emergency.
  2. Apply for LIHEAP separately in the A-to-Z Arizona Portal at desportal.az.gov; if you get DES SNAP or cash, you are categorically eligible and skip the income proof.
  3. If you hold a shutoff notice and have used your regular LIHEAP benefit, ask for the crisis benefit of up to $500.
  4. Call your electric utility about your own protection and payment arrangement before the bill is past due.

Arizona's utility-help income ceiling fell from $9,412 to $5,647 for a family of four

Arizona's Department of Economic Security (DES) ran two utility-bill programs side by side, and one of them is gone. DES's LIHEAP page says Power AZ funds "have been exhausted", that DES will still process anything submitted on or before 21 September 2026, and that it cannot accept or process applications after that date. Power AZ had an income ceiling of up to 100% of State Median Income; regular LIHEAP, the federally funded program, has a lower one.

The gap is easiest to see for a household of four. DES's Power AZ table (headed "As of July 1st, 2026") allowed $9,412 a month in gross income. The LIHEAP table on the same page allows $5,647. The difference is $3,765 a month, and $5,647 is 60.0% of $9,412. A family of four earning $6,000 a month was eligible in the summer and is not as of 24 October 2026.

Limits for a household of four from the DES LIHEAP page (read 24 October 2026) and the USDA SNAP eligibility page. Power AZ's table is headed "As of July 1st, 2026"; DES does not date the LIHEAP table on the same page. $9,412 minus $5,647 is $3,765, which is 40.0% of $9,412.

For people who receive DES benefits the picture is better. DES says households that receive Nutrition Assistance (SNAP) or Cash Assistance are categorically eligible for LIHEAP, meaning DES treats them as meeting the income test and uses the income on file. The federal SNAP gross limit for four, per the USDA SNAP eligibility page, is $3,575 a month through 30 September 2027, so the LIHEAP ceiling sits 1.58 times above it. A household between those two numbers can qualify for LIHEAP directly even if it would not qualify for SNAP.

What to do while you wait for Arizona benefits

Arizona's published waits run from 7 days to 90: DES decides emergency SNAP within seven days and standard SNAP within 30, cash assistance within 45, and AHCCCS within 45 for most applicants. DES publishes no LIHEAP decision clock at all. These steps cover the gap, and none of them is a loan.

Health-e-Arizona Plus is one application with four different clocks

Health-e-Arizona Plus is the single door for three programs. The DES Health-e-Arizona Plus page says you can use it to apply for medical coverage through AHCCCS, Nutrition Assistance and Cash Assistance. LIHEAP is not on that list; it has its own portal. The programs share a form, but not a deadline.

Maximum days to a decision as DES and the AHCCCS Eligibility Policy Manual publish them, read 24 October 2026. DES publishes no decision deadline for LIHEAP; its FAQ says an application is closed if you do not answer a request for information within 45 days.

Count the days from the date you file. For example, an application filed on 24 October 2026 must get an emergency SNAP decision by 31 October (7 days), a standard SNAP decision by 23 November (30 days), and a cash or AHCCCS decision by 8 December (45 days). The slowest clock is 38 days longer than the fastest, so one household can be eating on SNAP five weeks before its cash application is decided. Federal rule backs the two SNAP clocks. Under 7 CFR 273.2, a state must determine eligibility "within 30 days following the date the application was filed", and for expedited households must make an EBT card available "not later than the seventh calendar day following the date an application was filed".

For medical coverage, the AHCCCS Eligibility Policy Manual lists "All other programs 45 calendar days from the application date", with 20 days for a pregnant applicant, 30 for KidsCare and 90 for disability-based categories. DES's own interview is mandatory for SNAP and cash: the interview is held by phone at 1-855-432-7587, Monday to Friday, 7 am to 3 pm, or in person at a DES office, and a missed call can slow the whole file.

Arizona LIHEAP pays $160 to $640 plus up to $500 in crisis help

Arizona LIHEAP is run by DES, which says the program helps low income households pay heating and cooling bills and is first-come, first-served with no guarantee of funds. A household can receive one regular benefit and one crisis benefit in any 12 months. The most a household can draw in a year is $640 plus $500, or $1,140.

The regular benefit is set by points. DES scores income need (up to 5 points), energy burden (up to 6 points, plus 2 for delivered fuel) and household members (1 point each for an elderly member, a disabled member, a child 6 or younger and a veteran). One to 4 points pays $160, 5 to 8 pays $320, 9 to 12 pays $480 and 13 or more pays $640. The payment goes straight to your utility, which receives a direct deposit, and you may list up to five utilities in priority order. Eligible utilities are electricity, gas and portable fuel, and, from 1 May to 31 October, water used for evaporative cooling; sewer, trash and phone are not covered.

Applicants need a recent utility bill, photo ID, citizenship or immigration documents, proof of income and any disconnection notice. DES verifies identity through the service ID.me, or accepts a paper application with government ID. For help, call the LIHEAP service line at 1-866-494-1981, Monday to Friday, 8 am to 5 pm, or visit a Community Action Agency. The federal program behind it is described on the Administration for Children and Families LIHEAP page.

Arizona's summer shutoff protection ended 9 days before 24 October 2026, when we read the page

Arizona electric customers' summer shutoff protection depends on which option their utility picked. The Residential Utility Consumer Office (RUCO) says on its disconnection rules page that the Corporation Commission's final rules let electric utilities choose between two options during extreme weather: a forecast-temperature test (above 95 degrees F or below 32 degrees F), or continuing the June 1 through October 15 moratorium. That calendar window is 137 days long and closed on 15 October, nine days before 24 October 2026, when we read the page.

The June 1 to October 15 option runs 137 days. It applies only where an electric utility chose the calendar option over the forecast-temperature option (RUCO). Dates read 24 October 2026.

RUCO also reports that the rules raised the arrears threshold for disconnection from $100 to $300 for electric utilities and from $75 to $100 for gas utilities, and that a customer on a payment plan who misses one payment or pays only part within 12 months does not lose the plan and see the balance due at once. Whether a given utility uses the calendar window or the forecast test is something the page does not list by company, so ask your utility directly rather than assuming.

Arizona LIHEAP counts self-employment income by 1099 or pay stubs

Self-employed and gig workers can qualify for Arizona LIHEAP, and DES counts their pay like anyone else's. The LIHEAP FAQ lists countable income as employment income "including self-employment" as evidenced by a 1099 tax form or pay stubs, plus Social Security, child support, retirement and unemployment insurance, from every household member aged 18 or older. Because gross income is the test, a freelancer's income after expenses on the tax return may be lower than the number DES reads off the 1099, so bring both. Our sister site CEO Cult explains which self-employed deductions lower taxable income and how the 15.3% self-employment tax is calculated, which helps when you are working out a household budget while a claim is pending.

If Arizona denies or stalls your application, you have 10 or 20 days

Arizona LIHEAP applicants have two grievance routes, and the clock starts at the decision. DES lets you request an Administrative Review within 10 calendar days of the decision with its Decision Review form, which it calls the fastest way to have a case reviewed, or appeal within 20 calendar days with the Appeal Request form. Choosing the appeal first means you cannot ask for the Administrative Review. DES says you also have grievance rights when an application is not acted on in a timely manner.

If your portal status reads "Need information", answer quickly: the FAQ says DES closes an application if you do not respond or provide income verification within 45 days, and you can call 1-866-494-1981 to reopen it. A "Hold - Identity Issue" status means the ID.me step is unfinished. The rental side is closed: DES says the Arizona Rental Assistance Program has ended, and only applications submitted on or before 31 August 2024 continued to be processed.

Script and checklist for your utility and the portal

A short call to your utility before the due date often matters more than any form. The card below is a script and a document list you can copy. It names real programs and the numbers DES published, so you can read it as written.

Who should and should not count on Arizona utility help

Likely able to get help
  • Households at or under $5,647 a month for four (or the matching limit for your size) that need help with electric, gas, portable fuel or evaporative-cooling water
  • Anyone already on DES SNAP or Cash Assistance, who is categorically eligible for LIHEAP
  • Households with a shutoff notice and a used-up regular benefit, who can ask for the crisis benefit
Should not count on it
  • Households between the LIHEAP limit and the old Power AZ limit, since Power AZ is closed
  • Renters hoping for the Arizona Rental Assistance Program, which has ended
  • Households that already received a regular LIHEAP benefit in the past 12 months, or that receive an overlapping utility benefit, which DES says makes you ineligible
  • Anyone relying on a first-come, first-served fund as a guarantee: DES says availability is not guaranteed

Which Arizona program to start with

Frequently asked questions

Is Power AZ still open?
No. The Arizona Department of Economic Security (DES) says Power AZ funds are exhausted. It reviewed applications submitted on or before 21 September 2026 and cannot accept or process anything submitted after that date. Households can still apply for regular LIHEAP, which has a lower income limit.
What is the Arizona LIHEAP income limit?
DES lists a monthly gross income limit of $2,936 for one person, $3,840 for two, $4,743 for three and $5,647 for four. Households that receive DES Nutrition Assistance or Cash Assistance are categorically eligible, so DES uses the income already on file. DES does not date this table on the LIHEAP page, so confirm the figure when you apply.
How much does Arizona LIHEAP pay?
A standard benefit of $160, $320, $480 or $640 once in 12 months, set by a points score for income, energy burden and household members, plus a separate crisis benefit of up to $500 once in 12 months. DES says its benefit table is effective for applications received on or after 12 October 2024, so the amounts can change with federal funding.
How long does Arizona take to decide a SNAP application?
DES says a decision comes within seven days if you qualify for emergency benefits and at the latest 30 days from the application date. Federal rule 7 CFR 273.2 sets the same two clocks: an EBT card by the seventh calendar day for expedited households and a determination within 30 days for everyone else.
Can Arizona shut off my power in summer?
It depends on your electric utility. The Arizona Corporation Commission rules, as summarized by the Residential Utility Consumer Office (RUCO), let each electric utility choose between a forecast-temperature option and the calendar moratorium from 1 June to 15 October. The calendar window closed 9 days before this page was checked, so call your utility about your own account.
Is the Arizona Rental Assistance Program open?
No. DES says the Arizona Rental Assistance Program has ended and is no longer accepting applications; applications submitted on or before 31 August 2024 continued to be processed. Dial 211 or contact your county for local rent help.
Does Arizona LIHEAP count self-employment income?
Yes. DES lists income from employment, including self-employment, as countable and says it is evidenced by a 1099 tax form or pay stubs. Income from every household member aged 18 or older is counted.
What can I do while waiting for Arizona benefits?
Ask for emergency SNAP if you have very little cash, since DES decides those within seven days. If you have a shutoff notice and have used your regular LIHEAP benefit, ask about the crisis benefit of up to $500. Call your utility about a payment arrangement or its own bill help, contact 2-1-1 Arizona for local funds and food, and if you are working, ask whether your employer or an app offers earned wage access, which lets you draw part of the pay you have already earned before payday. It is not a loan; check the fee before you use it.
What if Arizona denies my LIHEAP application?
DES gives two routes. You can request an Administrative Review by submitting its Decision Review form within 10 calendar days of the decision, or appeal with the Appeal Request form within 20 calendar days. You cannot do both, because requesting an appeal first rules out the Administrative Review.

Bottom line

In Arizona the utility safety net got narrower this fall: Power AZ closed after 21 September 2026, and regular LIHEAP stops at $5,647 a month for a family of four, 40.0% below the old $9,412 ceiling. The portal for SNAP, cash and AHCCCS is one door but four clocks, from 7 days for emergency SNAP to 45 for cash and most AHCCCS applications. Summer shutoff protection, where a utility used the calendar option, ended 15 October. Apply to both portals, ask your utility for a payment arrangement, and use the crisis benefit if you hold a notice.

How we built this page: compiled and verified on first-party sources read on 24 October 2026 (Arizona DES, AHCCCS, RUCO, USDA, eCFR and APS, linked inline). The finding is our own arithmetic on DES's published tables. We did not apply to any program, and DES does not date its LIHEAP income table or give a LIHEAP decision deadline, so confirm both with DES.
