Virginia assistance programs 2026: a 32-day fuel window, then a 48-day gap
Virginia fuel assistance is open about 32 days, crisis help for bills opens in January, and state law limits when your utility can cut you off in between.
Short answer: Virginia's fuel assistance window is only about 32 days (13 October to 13 November 2026 by VDSS's rule), income must be at or below 150% of poverty ($4,125 a month for four), and the next window to pay a heating bill does not open until January. Between them sits a 48-day stretch with no open application for a bill, so the legal shutoff limits and 211 matter most then. SNAP decisions are due in 30 days, or 7 days if expedited.
To get help in Virginia this season:
- Apply for fuel assistance at commonhelp.virginia.gov or on 855-635-4370 before the window closes (around 13 November).
- If you have no heat, a cutoff notice or unsafe equipment, ask your local department of social services about crisis help; the equipment and deposit window opens 1 November.
- If cash is short now, apply for SNAP and ask for expedited service, due in 7 days.
- If a utility bill is unpaid, call the utility before the 60th day and ask for a payment plan.
- Keep every notice; appeal deadlines run from the notice date.
Virginia assistance programs compared, 2026-27
Virginia assistance programs run through the Virginia Department of Social Services (VDSS), which takes applications on CommonHelp, by phone and at local departments of social services. The table lists each program's window and income test as read on the agency's own pages on 24 October 2026.
| Program | Window | Income test, family of four | Speed or catch |
|---|---|---|---|
| Fuel assistance | 2nd Tue Oct to 2nd Fri Nov | 150% of poverty: $4,125 a month | Notices late December |
| Crisis: equipment, deposits | 1 Nov to 15 Mar | 150% of poverty: $4,125 | Needs a heating emergency |
| Crisis: fuel, utility bills | Jan to 15 Mar | 150% of poverty: $4,125 | Needs a heating emergency |
| Cooling assistance | 15 Jun to 17 Aug | 150% of poverty: $4,125 | Needs a person 60+, disabled or under 6; closed until 2027 |
| SNAP, standard | Year round | Gross $3,575 (130%) | 30 days |
| SNAP, broad eligibility | Year round | Gross $5,500 (200%) | 30 days; 7 if expedited |
The energy windows and 150% test come from the VDSS energy assistance page; the dollar figures apply the 2026 HHS poverty guideline of $33,000 a year for four. SNAP limits are from the VDSS SNAP page, which lists limits for 1 October 2026 to 30 September 2027. Energy help reaches higher than the federal SNAP gross limit: $4,125 against $3,575 for four, a difference of $550 a month.
Virginia's 48-day heating-bill gap, drawn to scale
Virginia heating help has three windows that do not overlap for bills. VDSS's energy assistance page gives fuel assistance as the second Tuesday of October through the second Friday of November, which is 13 October to 13 November in 2026, 32 days. Crisis help for heating equipment and security deposits runs 1 November to 15 March, and crisis help for fuel and utility bills runs January to 15 March, 74 days if January means 1 January.
The 48 days between 14 November and 31 December have no open application that pays a heating bill. VDSS says fuel assistance eligibility notices go out in late December, inside that gap. The state regulation behind the fuel window, 22VAC40-680-40, says the period "shall begin not earlier than September 1 and shall end not later than March 31 each year," so the rule allows up to 212 days and VDSS uses 32 of them, 15%.
The window may be longer than 32 days in a given year. A Virginia Regulatory Town Hall notice posted 6 January 2026 describes a regulation, tied to Item 330.C of the 2025 Appropriation Act, to extend the LIHEAP application period beyond the one in effect on 1 July 2024, "contingent on adequate administrative funding." The notice said the Board of Social Services would adopt it on 18 February 2026; the VDSS energy page we read on 24 October 2026 carried no extension, so check CommonHelp for this year's closing date.
What to do while you wait for Virginia assistance
Virginia SNAP is due within 30 days, or 7 days if your household qualifies for expedited service (7 CFR 273.2), and fuel assistance notices go out in late December per VDSS. These steps cover the gap, and none of them is a loan.
- Ask for expedited SNAP if you have very little cash. Federal rules require a decision "not later than the seventh calendar day following the date an application was filed" for qualifying households, including those with less than $150 in monthly gross income and $100 or less in liquid resources.
- Call your utility about a payment plan. Virginia law requires reasonable efforts to offer assistance or a payment plan before a disconnection, and the account must be 60 days in arrears first.
- Ask local social services about crisis help for heating equipment or a security deposit, which opens 1 November, if you have no heat or an unsafe heater.
- Call the State Corporation Commission at 1-800-552-7945 if a disconnection is threatened; it asks you to call "immediately."
- Call 211 Virginia (dial 211 or text CONNECT to 247211) for local food, housing and community resources, and use the Feeding America food bank locator.
- If you are working, ask whether your employer or an app offers earned wage access: it lets you draw part of the pay you have already earned before payday. It is not a loan; check the fee before you use it.
Virginia utility shutoff rules: six gates before a cutoff
Virginia utility shutoff rules stack six conditions, written in two sections of the Code of Virginia. The first is timing: section 56-245.1:4 says no utility shall disconnect a residential customer for nonpayment "until the customer's account is 60 days in arrears," after notice by at least two of five methods (mail, email, text message, phone call or door hanger) and reasonable efforts to offer assistance or a payment plan.
The second is the calendar and weather: section 56-245.1:3 bars residential nonpayment cutoffs "on Fridays, weekends, state holidays, or the day immediately preceding a state holiday." That leaves Monday to Thursday, 4 of 7 days, before holidays are removed. Electric and gas utilities may not cut off when the National Weather Service forecast low for the customer's location is at or below 32 degrees Fahrenheit within the next 24 hours; electric and water utilities may not cut off when the forecast is at or above 92 degrees.
Two limits matter. The law lets utilities still disconnect for emergency health and safety reasons, and it leaves the exact count of "60 days in arrears" to the utility's billing; ask the utility for the date in writing. For a bill first unpaid on 14 November, 60 days ends 13 January 2027, a Wednesday. The same statute says a utility may not require a deposit above 25 percent of the arrearage to restore service if you received Home Energy Assistance Program funding through that utility in the last 12 months, once every three years.
Virginia fuel assistance: who qualifies and how to apply
Virginia fuel assistance offsets home heating costs for households responsible for their heating bills, and VDSS tests gross monthly income at or below 150% of the federal poverty level. The 2026 HHS guideline, read on ASPE, converts to monthly limits of $1,995 for one person, $2,705 for two, $3,415 for three and $4,125 for four. VDSS itself lists no dollar table on the page we read, so confirm the figure for your household size at application.
Apply on CommonHelp (commonhelp.virginia.gov), by phone through the Enterprise Customer Service Center at 855-635-4370 (Monday to Friday, 7 a.m. to 6 p.m.), or on a paper form from your local department of social services. Crisis assistance requires a heating emergency, such as no heat, a cutoff notice or unsafe equipment, and can pay for equipment repair or replacement, fuel, a primary heat utility bill or a security deposit. Cooling assistance, 15 June to 17 August, requires a person aged 60 or older, a person with a disability or a child under 6.
Self-employed and gig workers face the same gross monthly income test, but VDSS does not explain on its energy page how business income is counted. Ask your local department of social services how it counts self-employment income before you assume you are over the limit.
Virginia SNAP: limits, speed and what the numbers say
Virginia SNAP is run by VDSS, and the VDSS SNAP page lists monthly limits for 1 October 2026 to 30 September 2027: gross $1,729 for one person and $3,575 for four on the standard test, and $2,660 for one and $5,500 for four under broad-based categorical eligibility. The maximum monthly allotment is $306 for one person and $1,023 for four. Apply on CommonHelp, on 833-522-5582 or at a local office.
Virginia SNAP timeliness was 88.48% on time in fiscal year 2025 per USDA, 23rd of the 53 jurisdictions listed, so about 1 in 9 applications missed the 30-day or 7-day mark (100 minus 88.48 is 11.52%). USDA cautions that applicant-caused delays, such as a missed interview, can code an application late. Our guide on how long SNAP approval takes compares states.
The VDSS page also says sweetened carbonated beverages can no longer be bought with SNAP from 1 November 2026, with benefit amounts unchanged, and that VaCAP cases move to the Elderly Simplified Application Project at the next recertification.
What if Virginia denies your application
A Virginia benefits denial can be appealed to the Virginia Department of Social Services Appeals and Fair Hearings Unit. The VDSS appeal page says you can appeal using the B&S Appeal Form, by calling or by writing your own letter, at (800) 552-7096 or (804) 664-0612, appeals@dss.virginia.gov, or on CommonHelp. For SNAP the deadline is 90 days from the notice for most decisions; the page says "all other programs: within 30 days of the notice," and does not name energy assistance, so use the date printed on your notice.
Scams around Virginia benefits
Scams around Virginia benefits often arrive as texts about an EBT card. The VDSS SNAP page says anyone who responded to a scam call or text should call EBT customer service at 1-866-281-2448, and lists 833-522-5582 as the SNAP application line and 800-552-3431 on its energy page for reporting fraud. Apply only through CommonHelp, the VDSS numbers above or your local department of social services.
CALL YOUR UTILITY "My account is behind and I want to avoid disconnection. Virginia law says you must offer a payment plan or tell me about assistance programs before you disconnect. What payment plan can you offer, what date does my account reach 60 days in arrears, and how do I confirm that in writing?" If a cutoff is threatened: State Corporation Commission, 1-800-552-7945. BRING TO CommonHelp / LOCAL DSS - Income for everyone in the home (30 days) - Recent heating and electric bills, and any disconnect notice - Photo ID; Social Security numbers if you have them - Lease or landlord letter if heat is in your rent DATES - Fuel assistance: about 13 Oct to 13 Nov 2026 (confirm on CommonHelp) - Crisis equipment and deposits: 1 Nov to 15 Mar - Crisis fuel and utility bills: Jan to 15 Mar - Apply: commonhelp.virginia.gov | 855-635-4370

Bottom line
Virginia heating help is a calendar problem. Fuel assistance is open about 32 days (13 October to 13 November 2026), crisis help for bills opens in January, and 48 days sit between them. Virginia law protects a household in that stretch with a 60-day arrears rule, no Friday or weekend cutoffs and a 32-degree forecast bar, but a bill missed on 14 November is not protected from 13 January 2027. Apply now, call your utility early, and use expedited SNAP and 211 for the gap.
