Kentucky assistance programs 2026: 29 winter days have no LIHEAP window open
Kentucky's winter reconnection right runs 151 days; the draft LIHEAP windows cover 122. Here is how to use both, with dates and a call script.
Short answer: Kentucky's winter hardship reconnection right is, as of 24 October 2026, still in force, now as Section 16 of 807 KAR 5:006: from 1 November to 31 March a utility must reconnect you for one-third of the bill or $200, whichever is less. But the windows in Kentucky's draft LIHEAP plan cover only 122 of those 151 days, so 29 days have no energy-assistance window open. Apply for the state's benefits through the kynect benefits portal or at 855-306-8959, and collect your bills before the draft heating window opens on 3 November.
To use Kentucky's winter protections in the right order:
- Before 3 November, gather your last utility bills, a final notice if you have one, proof of income for everyone in the household, proof of address and Social Security numbers.
- If a notice has arrived, call the utility inside the ten-day notice window and ask for a payment plan; from 1 November also ask your county Community Action Agency for a certificate of need.
- If you have already been cut off, ask the utility to reconnect under the winter hardship rule and say you are paying one-third of the bill or $200, whichever is less.
- Apply for the heating subsidy the week the county agency opens it, and for winter crisis from 6 January if a shut-off or empty tank is close.
- Keep every date, reference number and receipt; you will need them for any appeal.
Kentucky winter help calendar: 29 of 151 days have no LIHEAP window
The Kentucky winter hardship reconnection right runs 151 days, from 1 November 2026 to 31 March 2027, and the draft LIHEAP plan covers 122 of them. The 29 days left are not random: they sit before the heating subsidy opens, between its close on 14 December and the crisis opening on 6 January, and after crisis closes on 26 March.
The longest hole, 22 days from 15 December to 5 January, is the stretch that includes the holidays and some of the coldest weather. In that stretch the energy-assistance route is the reconnection right in 807 KAR 5:006, a payment plan with your utility, and what a Community Action Agency or charity can do outside LIHEAP. The state's own LIHEAP page says the subsidy "operates in November and December" and crisis "from early January until the middle of March or until all funds are expended," which agrees with the draft plan in shape, though the plan is more precise.
Read the dates with care. The plan is a draft: the preliminary FY2027 plan was posted for a July 2026 public hearing, and it also says the cooling and summer crisis components run only "if funding is available." Counties can also close early when money runs out, so the 122 covered days are a ceiling, not a promise.
What to do while you wait for Kentucky winter help
Kentucky's draft heating subsidy window opens 3 November 2026, 10 days after 24 October 2026, and the Cabinet for Health and Family Services says a SNAP decision comes within 30 days of applying (FY2025: 89.42% of Kentucky SNAP applications were processed on time, 19th of 51 on the USDA FNA table). These steps cover the gap, and none of them is a loan.
- Ask for expedited SNAP on day one. Under 7 CFR 273.2(i) a household with under $150 gross monthly income and $100 or less in liquid resources, or whose income plus cash is less than rent and utilities, is entitled to an EBT card within 7 calendar days.
- Call the USDA National Hunger Hotline at 1-866-3-HUNGRY (1-866-348-6479), Monday to Friday, 8 a.m. to 8 p.m. ET, which the USDA says finds meal sites, food banks and other services near you.
- Find a food bank with the Feeding America locator and dial 211 for local emergency food, rent and utility funds.
- Ask your utility for a payment plan inside the ten-day notice. The Public Service Commission says a gas or electric utility must give ten days written notice before disconnecting for nonpayment, and that between November and March a certificate of need presented in that window stops the disconnection if you agree to a repayment plan.
- Pre-register if you are 60 or older, or disabled on a fixed income. The draft plan says those households may pre-register for heating assistance; call (800) 456-3452 or your county Community Action Agency to ask how.
- If you are working, ask about earned wage access. Some employers and apps let you draw part of the pay you have already earned before payday. It is not a loan; check the fee before you use it.

Kentucky winter hardship reconnection: the one-third rule and the $200 cap
Kentucky winter hardship reconnection lets a customer cut off for nonpayment get gas or electric service back for at most $200 up front between 1 November and 31 March. The rule is Section 16 of 807 KAR 5:006; its old home, 807 KAR 5:008, is shown as repealed on the Kentucky General Assembly site, so a search that lands on 5:008 can look as if the protection is gone when it is not.
The regulation says a utility "shall reconnect service to a residential customer who has been disconnected for nonpayment" who applies from November 1 through March 31 and does three things: presents a certificate of need from the Cabinet for Health and Family Services (or its designee), pays "one-third (1/3) of his outstanding bill or $200, whichever is less," and agrees to a repayment schedule that gets the customer current "no later than October 15." The utility "shall not require a new deposit." For a customer who applies on 1 November 2026 that deadline is 348 days after 1 November 2026 (15 October 2027); for one who applies on the last day, 31 March 2027, it is 198 days.
Two other conditions are easy to miss. The customer must accept a referral to the Cabinet's weatherization services, which the rule says depends on available funds, and the certificate of need goes to a household that is eligible for the Cabinet's energy assistance or has gross income at or below 130 percent of the poverty level. On the 2026 HHS poverty guideline of $15,960 for one person and $33,000 for four, 130 percent is $20,748 and $42,900 a year. A customer who stays current on the payment plan "shall not be disconnected."
The Public Service Commission's consumer guide still describes the certificate as coming from the "Human Resources Cabinet," an old name, so use the current Cabinet for Health and Family Services and its county designee. If a utility refuses a valid certificate, the Commission's roadmap page explains how to file a complaint.
My account number is [number]. My service was disconnected on [date] for nonpayment, and the balance is $[amount]. I am applying under the winter hardship reconnection rule, 807 KAR 5:006 Section 16. I have a certificate of need from [agency name], issued [date]. I will pay one-third of the balance or $200, whichever is less: $[amount] today. Please confirm in writing: the payment due, the repayment schedule that makes me current no later than October 15, that no new deposit is required, and the date and time service will be restored. If the balance is over $600 I would also like to discuss a repayment plan that pays current charges and reduces the balance as I am able. Call reference: [name, date, time]
Kentucky LIHEAP: three windows, the benefit sizes and the 130 versus 150 percent question
Kentucky LIHEAP is applied for at a county Community Action Agency, not at a state counter, and its heating subsidy is the smallest door: the draft plan sets benefits from $21 to $250, against a crisis benefit of up to $400. The Cabinet says the program helps "approximately 150,000 Kentucky families pay their heating bills each winter" and that the Cabinet contracts with Community Action Agencies "to receive LIHEAP applications and provide recipient benefits."
The income test is where the state's two documents differ, so check before you assume. The Cabinet's LIHEAP page says the subsidy serves households "at or below 130 percent of the federal poverty level" with liquid resources of no more than $2,000 ($4,000 with a catastrophic illness), while the draft FY2027 plan lists 150 percent for heating, cooling and crisis. On the 2026 guideline, 130 percent of $15,960 is $20,748 and 150 percent is $23,940 a year for one person; for four people it is $42,900 against $49,500. Ask the county agency which limit it is using this year.
A crisis needs a defined trigger. The draft plan says an applicant is in crisis with "four (4) days of running out of fuel" for oil, propane, coal, wood or kerosene, with "a past-due or disconnect notice" for gas or electric, or with an eviction notice for unpaid rent that includes heating. It defines life-threatening under 921 KAR 4:116 as a household "without heating or cooling within eighteen (18) hours" at dangerous temperatures, and promises an intervention within 48 hours, or 18 hours in that case. The Cabinet adds that households at or above 75 percent of poverty pay a share of the minimum needed to resolve the crisis.
Kentucky SNAP and the kynect portal: how to apply and what the clock is
Kentucky SNAP is applied for through the kynect benefits portal, by phone at 855-306-8959, or at a DCBS office in any of the 120 counties, and the Cabinet says you are told within 30 days whether you are approved. The Division of Family Support call lines answer Monday to Friday, 8 a.m. to 4:30 p.m. Eastern, and an application that arrives after those hours is dated the next business day.
The CHFS SNAP page repeats the federal expedited tests: rent or mortgage plus utilities above gross monthly income, gross monthly income under $150 with $100 or less in resources, or a destitute migrant or seasonal farmworker household. The federal rule behind it, 7 CFR 273.2(i)(1), is "Households with less than $150 in monthly gross income" with liquid resources "not exceeding $100." The same rule makes the state design its procedures "to identify households eligible for expedited service at the time the household requests assistance," so say the word expedited in your first contact.
The CHFS page also says the SNAP resource limit is $2,250, or $3,500 if a household member is 60 or older, and that from 1 November 2025 able-bodied adults without dependents in all 120 counties are subject to work requirements, with five counties (Elliott, Lewis, Magoffin, Martin and Wolfe) exempt from 1 December 2025. Those statements are on the agency page as of 24 October 2026; confirm your own status when you apply.
Self-employed, already waiting, denied and scams: four Kentucky cases
Self-employed Kentucky applicants bring proof of current gross income, which the Cabinet's LIHEAP page lists as a recent payroll stub or other proof of current gross income. Keep a month of deposits and a short expense log; our sister property CEOcult explains how to keep expense records a caseworker can read.
Kentucky applicants already waiting should do three things: check the status in the kynect portal, answer every document request the day it arrives, and write down the date of application. For LIHEAP, the draft plan says a denied household can request a fair hearing in writing within 30 days of the notice, with Community Action Agency staff trying to resolve it informally first.
Scams follow cold weather. A genuine Kentucky gas or electric disconnection needs ten days written notice for nonpayment, and the Commission says service cannot be disconnected before 27 days after the original bill date. A caller demanding immediate payment by gift card or an EBT PIN is not your utility or the Cabinet. Hang up, call the number on your bill or on the CHFS pages, and report fraud at reportfraud.ftc.gov; LIHEAP fraud goes to the Office of Inspector General hotline at (800) 372-2970. Neither CHFS page lists an application fee.
Which Kentucky door to try first
- If your power is already offBetween 1 November and 31 MarchGet a certificate of need and call the utility, because the rule caps the up-front cost at $200.
- If you have a noticeBut service is still onAsk for a payment plan inside the ten days, because a certificate of need presented in that window can stop the shut-off.
- If it is 15 December to 5 JanuaryThe LIHEAP gapUse the reconnection right and your county agency, because neither draft LIHEAP window is open.
- If you haveUnder $100 and a food gapAsk for expedited SNAP in your first sentence, because the EBT card is owed within 7 calendar days.

Bottom line
Kentucky's winter protections do not line up: the reconnection right runs 151 days, the draft LIHEAP windows cover 122, and 29 days, including 22 around the holidays, have no window. Collect your papers before 3 November, use the one-third-or-$200 rule if service is cut off, and ask for expedited SNAP if you have little cash. Confirm every LIHEAP date with your county Community Action Agency, because the dates here come from a draft plan.
