The Maine Department of Economic and Community Development (DECD) is the state's lead economic-development agency. Major programs include the Pine Tree Development Zone tax credits, the Maine Technology Institute (MTI) innovation grants and loans (one of the more active state innovation programs by application volume relative to state size), and the Employment Tax Increment Financing (ETIF).

Awards in the seven Maine targeted technology sectors (biotechnology, composites, environmental, forest products, IT, marine, precision manufacturing).
